What is a “panopticon”?

Set up in May, 2025, the U.S.-led Civil-Military Coordination Center is proposing a residential zone in Gaza with biometric surveillance, checkpoints, and educational programs promoting normalization with Israel. There have been reports since May, 2026, that the Center is being downsized as its functions are absorbed into an US-led International Stabilization Force (ISF). As of July 2026, that force has yet to be established.
